Jeff Hubbard, President
Chief of Surveys, Lane Engineering


Mr. Hubbard has more than 40 years’ experience in the Engineering and Surveying industry. He is a Registered Property Line Surveyor in Maryland and has extensive knowledge in Boundary and Topographic Surveying, Subdivision & Condominium Plats, Global Positioning Systems (GPS), Construction Stakeout, FEMA Elevation Certificates & LOMA’s, and the planning & subdivision process. Tens of Thousands of acres on Maryland’s Eastern Shore are preserved due to Jeff’s work with conservation groups and government  agencies.

Jeff has managed Public and Private sector projects in West Virginia, Virginia, Washington D.C. and throughout the State of Maryland. Jeff severs on the Board of Directors of the Maryland Society of Surveyors, representing the Eastern Shore; Jeff is also past President of the Rotary Club of Cambridge.
At Lane Engineering, LLC, Jeff is responsible for managing the survey department.

Jennifer Layton, Past President
"Jen"eral Manager, Layton's Chance Vineyard & Winery


Originally from Pittsburgh, PA, Jennifer Layton graduated with a B.S. in Marketing from the University of Maryland, College Park.  In addition to her Marketing degree, she also was in the inaugural cohort of what is now the QUEST Program that focuses on innovation, quality systems management and teamwork.  From there she worked with Toyota Motor Credit in Kansas City, MO and Los Angeles, CA.  While in Los Angeles, Jennifer went on to be a Quality Assurance Technician and Manager for Prudential Cleanroom Services, a cleanroom garment laundry service.  In 2000, she moved to Cincinnati, OH where she participated in the management trainee program for Portman Equipment, a prominent forklift dealership.  At Portman, Jennifer ran the Training Center office, quality improvement teams and went on to do procurement of all service parts and all other needs for seven branches.
In 2003, Jennifer moved to Vienna, MD with her husband, William Layton and their two children, Stephen and Alison.  In 2004, she began working as the Training Coordinator for the Small Business Development center at Salisbury University where she obtained her M.B.A.  In 2007, she began working at MaTech as a Project Manager.  In February 2011, Jennifer stepped down from her position from MaTech to become the "Jen"eral and Marketing Manager of Layton's Chance Vineyard & Winery.  At the winery she oversees all of its operations and marketing endeavors.  Jennifer also currently is in LEAD Maryland and sits on the Career Advisory Board for the Purdue School of Business at Salisbury University.

Marty Mullaney
Partner, Mullaney Insurance Inc.


An Eastern Shore native, Marty attended Saints Peter & Paul School in Easton, MD for twelve years, graduating in 1981.  He spent the next four years at Mount St. Mary's College, earning a BA degree in Philosophy with a minor in Business and Finance.  Marty holds a Master's degree from Loyola College in Guidance Counseling and Certificate of Advanced Study in Educational Psychology.  He worked for ten years as a school psychologist in Baltimore, MD, and also taught in the psychology department at Loyola College for twelve years.  Marty has been a licensed insurance agent for thirty years.  He has been a partner in Mullaney Insurance for 15 years.  Marty is a member of Rotary, the Elks, VFW, American Legion, Knights of Columbus, and currently serves as a Chamber board member.  In his spare time, he enjoys coaching middle and high school basketball.

Sarah Baugh, Vice President & Treasurer
Attorney, McAllister, DeTar, Showalter & Walker LLC


Sarah Baugh is an attorney with the law firm of Parker Counts, with offices in downtown Cambridge and Easton, Maryland. Sarah joined the firm in 2013, where she advises clients on estate and business planning, including entity selection and business succession planning, as well as estate and trust administration.

A Maryland native, Sarah moved to Dorchester County in 2010. Sarah graduated with honors from the University of St. Andrews in St. Andrews, Scotland in 2009 and from the University of Maryland School of Law with honors in 2012. She served as the law clerk to the Honorable Brett W. Wilson in the Circuit Court for Dorchester County from 2012-2013 and has been a member of the Dorchester County Bar Association since 2012. Sarah enjoys living in the County with her husband and son, who was born in May 2015.

Lori Nagel, President Elect

Lori Nagel is a partner in Whitten Insurance Agency LLC, with offices in Cambridge, Easton and Federalsburg.  As a licensed insurance professional, her main focus is "All Things People" for Whitten's 22 member team.   Her experience and expertise span more than 20 years in Human Resources and Operations Management.   As a lifelong Dorchester County resident, Lori has lead or participated in many charitable endeavors including Whitten Warrior's Relay for Life Team, Dorchester Santa Swim, Toy for Tots, Habitat for Humanity, to name a few.   Additionally, she is an active member of the Atlanta Road Alliance Church, where she serves as the Children's Church Leader.   

Lori currently resides locally with her husband Mark, two daughters, Kaylyn and Emma, and Yorkshire Terrier, Rocky.
