Two New Additions to TidalHealth Executive Team

Gilmore joins TidalHealth as Vice President, Chief Human Resources Officer



SALISBURY –Steve Leonard, Ph.D., MBA, FACHE, TidalHealth President/CEO, has announced the hiring of Demile “Demi” Gilmore, MBA, SHRM-SCP, SPHR, as the health system’s Vice President & Chief Human Resources (HR) Officer. She will oversee all People Department and HR functions and responsibilities for TidalHealth. 

Most recently, Gilmore had been the Regional Vice President of Human Resources for MedStar Health in Baltimore, a health system with more than 34,000 associates. Her primary responsibilities were delivering HR strategy, support and HR services for the Baltimore regional hospitals and health system, while developing HR solutions to support and enhance business operations.

“Demi is an exceptional leader with more than 20 years of experience effectively leading domestic and global HR teams in both the private business and healthcare sectors,” said Leonard. “She brings to TidalHealth valuable knowledge in employee engagement, diversity & inclusion, talent management and development and organizational effectiveness. We’re excited to have her join our team.”

Gilmore holds a Bachelor of Science degree from Ithaca College in Ithaca, NY in Television and Radio, a Master of Arts/Human Resources Management from Marymount University in Arlington, Va. and an MBA from Cornell University in Ithaca. 

She replaces Mitzi Scott, who retired from the role in January following 12 years as Vice President of People. Scott had been with TidalHealth for 22 years. “We would like to extend our heartfelt congratulations and gratitude to Mitzi on her well-deserved retirement’” added Leonard. “Throughout her distinguished career, she has made invaluable contributions to the field of Human Resources and has exemplified the highest standards of professionalism and leadership.”

Costa joins TidalHealth as VP and General Counsel



SALISBURY – TidalHealth is honored to announce the appointment of Michael R. Costa, Esq., MPH, as its new Vice President and General Counsel for the health system. He will lead the organization’s legal team and provide strategic legal counsel to ensure the continued success and growth of TidalHealth.

Costa brings to TidalHealth a wealth of experience in healthcare law, corporate governance, and regulatory compliance spanning 27 years; 20 of those as General Counsel building and leading internal law departments. 

With a proven track record of leadership in complex legal matters, including six years of corporate law experience at one of the largest law firms in the United States, Costa will be an invaluable asset in supporting TidalHealth’s mission to deliver exceptional care to the communities it serves.

Costa has served as Vice President and General Counsel at several large national healthcare providers including those in the fields of ophthalmology and renal dialysis. He has also served as adjunct faculty at three Boston-area universities including the prominent Suffolk University Law School.

He is a Cum Laude graduate of the Suffolk University Law School where he received his Juris Doctor. Costa also graduated Magna Cum Laude with a Master of Public Health degree from Boston University School of Public Health.
Among his many professional affiliations, he is a member of the American College of Healthcare Executives and the American Association of Health Lawyers. 

Costa is also certified in Healthcare Privacy and Security by the American Health Information Management Association, the recipient of multiple business, healthcare and legal accomplishment awards, and a frequent speaker and author on complex legal issues within the U.S. healthcare system.
