SALISBURY – Steven Leonard, Ph.D., MBA, FACHE, President/CEO of TidalHealth recently announced the advancement of Charles Dolan, Ph.D.(c), DHSc, MBA, MS, CPHRM, CPHQ, PHR, SHRM-CP, LSSMBB, FACHE, to Vice President (VP) of Clinical Operations at the Salisbury, Md. based health system.
Dr. Dolan, who joined TidalHealth in 2020 as Ambulatory Surgical Services Director, was most recently serving as the Associate VP of Clinical Operations.
Dr. Dolan brings to his new role a significant amount of healthcare leadership experience with and prior to his tenure at TidalHealth. Over the course of his career, he has led—at the director or vice-presidential levels—divisions of Patient Care Services, Acute Care, Orthopedics and Sports Medicine, Business Operations, Risk Management and Human Resources at some of the leading Maryland hospitals and private healthcare practices.
As VP of Clinical Operations, he is responsible for system level direction of ambulatory surgical services, pharmacy, radiology/medical imaging, and laboratory medicine.
He holds a Doctor of Health Sciences (DHSc) degree in Organizational Leadership and will complete a second doctorate, a Doctor of Philosophy in Health Sciences, in 2025. He also holds an MBA in Healthcare Administration and a Master of Science degree in Human Resource Management. His Bachelor of Science Degree is in Health Care Administration.
Additionally, Dr. Dolan is certified Lean Sigma Six (Master Black Belt) and nationally board certified as a professional in healthcare risk management (CPHRM), professional in healthcare quality (CPHQ), and professional in human resources (PHR) in addition to several other certifications in emergency medical services. He is a Fellow in the American College of Healthcare Executives (FACHE) and an Adjunct Associate Professor at Wilmington University.
With over 30 years of experience as a paramedic, Dr. Dolan serves the community as a volunteer paramedic with the Salisbury Fire Department and sits on the Salisbury Paramedic Foundation’s Board of Directors.
